Board of Directors

The Pauma Valley Community Services District is governed by a five-member board which is accountable to the electorate in the same manner as city councils and County Board of Supervisors.

Directors must be residents of the District and stand for election every four years.  The Board President and Vice-President are selected by the Board to serve a two-year term.

The Board of Directors sets policy that directs the activities of the Management Team of the District.  The Administrator of the District is appointed by the Board to oversee the activities of the District.

President Richard "Dick" Nolan

Appointed:  January 2014  •  Term Expires:  November 30, 2018
Dick and his wife Marilyn have lived in the Pauma Valley Country Club for the past seven years. He fell in love with Pauma Valley in the early 1960's when he and his Dad completed several land development projects in and around the Valley. Dick graduated from San Diego State University with an M.S. in Public Administration. He worked for the United States Department of Energy for 37 years. His last post was as Site Manager at the Lawrence Berkeley National Laboratory. The Berkeley Lab conducts physical and life sciences research, and it is operated by the University of California. He and Marilyn currently operate a real estate investment management business known as Camink Investment Management.

Vice President/Treasurer Samuel R. Logan

Appointed:  February 2016   •   Term Expires:  November 2018
Sam and his wife Ann have lived in the area since moving to Fallbrook in 1988.   Sam is an original California native, born in San Diego.  After marriage, he and Ann owned their own small meat shops in Denver where they raised their three children.  But both prior and afterwards, he worked for many California grocery chains and Arizona Bayless Markets, moving up in the business.  One of his favorite flagships in Arizona was the new store concept of AJ’s Fine Foods in Scottsdale which still thrives today.  He and his partner then started up a two-store, up-scale grocery company in 1988, called Major Market, Inc.  Sam’s expertise in business, including projections, sales, margins, payrolls, and past experience as Meat Director of a 67 store chain, led to successes all along the way and insured Major Market a place at the top.  Under his leadership, the company was and is known for excellence in quality, customer service and great variety.  These past 27 years with Major Market, he has enjoyed participation in a number of board of directors; the most important he felt was his leadership as President of the Boys and Girls Clubs of North County.  At that time, the Club included Fallbrook, Bonsall and the Pala Band of Indian children.  When all the other clubs were electing to come together under one group, Sam and his board found their club would benefit by remaining autonomous, which it still is today and is thriving.  Pala, of course, has their own club now but Sam formed a positive, respectful relationship with them and their leadership.  He has always had a passion for excellence in anything he pursued.  Loving Southern California, he and Ann decided this area was the perfect place to retire and Pauma Valley fit them perfectly.  He retired recently, helping Major Market go through the transition of the new ownership.  Golf and traveling are going to be nice pastimes, but giving back to the community in which he lives is still a big part of his agenda.

Director Heidi Person

Appointed:  November 2010  •  Term Expires November 30, 2020
Heidi comes to the board with a fresh look at the community.  Having grown up inside the gates, she left to attend college where she graduated with a BA in Environmental Conservation from the University of Colorado.  Upon graduation, she spent five years as a Professional Golfer and Golf Instructor.  Then, with her education, she took a job as a Park Ranger in Borrego Springs where she worked in parkland and wildlife management for eleven years.   In 1995, she chose to expand her education by earning a degree in Criminal Justice and attending the FBI National Academy to pursue a career in Law Enforcement for the Navajo County Sheriff's Office in Holbrook, AZ.  Heidi returned to Pauma Valley Country Club Estates in 2010 to attend an ailing parent. 

Director Clarence "Bill" Winn

Appointed:  June 2010  •  Term Expires:  November 30, 2018
Bill and his wife Karen have lived in the Pauma Valley Country Club Estates area for the past five years.  Bill graduated from San Jose State University with a B.A. in marketing.  He worked as Director of Marketing for Arnold Engineering and Senior Manager for Allegheny Ludlum Steel Company prior to their closure in mid-1980's.  He then started his own manufacturing representative and distribution company in the Orange County area which is operated by his oldest son today.  Bill continues to "assist" the business with weekly visits to mentor managing associates and help where needed.  In addition, Bill is actively involved in his local community serving as President of his homeowners association.

Director William Shultz

Appointed:  December 2016  •  Term Expires:  November 30, 2020
The PVCSD Board welcomes Bill Schultz who, with his wife Janet, have lived in the Pauma Valley Country Club community for the past 3 years.  He moved here from the Fallbrook area where they lived for many years. Bill served as Director of The Fallbrook Land Conservancy and Fallbrook Beautification Society. They have been Country Club members for the last 12 years.

Bill graduated from University of Portland in 1965 and lived in the Portland area for a couple of years while working for the 1st National Bank of Oregon.  Bill and Janet relocated to Illinois in 1968 and worked sales for IBM Corporation, followed by working for a new computer company in New York City.  From there he spent over 40 years in the medical sales industry -  starting as a salesman in NYC, moving then to St. Louis and finally to California as a Product Manager. After a few years as VP of Sales and Marketing of Salter Labs, he started his own independent representative company bringing new technology to the market.

He looks forward to representing people in this wonderful community.
